The National Library of Kuwait and its Activities to Achieve the New Kuwait Vision 2035: A Strategic Critical Documentary Study

Abstract

The research aims to reveal the reality of the content of the pillars of sustainable development within the strategy of the National Council for Culture, Arts and Letters (2023-2028). To achieve this goal, a number of important documents related to the strategic planning of the work of state institutions to achieve the goals of sustainable development through the New Kuwait Vision 2035 were examined, criticized and compared. These documents include: Kuwait Development Plan 2035 - Medium-term development plans in the State of Kuwait - Annual Development Plan 2024-2025 - Public Libraries Development Project Document in the State of Kuwait - Government Action Plan Project (2024-2028). The organizational structure of the National Council for Culture, Arts and Letters was also examined and explored as the parent institution hosting the Kuwait National Library and the public libraries system in the State of Kuwait, and its main roles. Finally, the environmental analysis of the work system of the National Council for Culture, Arts and Letters. The research relied on the descriptive approach, the method of analyzing the content of national institutional documents and plans, comparing and criticizing them. It has become clear that public libraries are in dire need of comprehensive development of management thinking and leadership from human resources and their support with renewed knowledge and modern skills. The National Council for Culture, Arts and Letters in Kuwait is the regulator of the Kuwaiti cultural movement and the supporter of its production and creative influence.
