Abstract

this research introduces both the audio-visual records as a different kind of informatic media, and the state information service as the official media and public relations apparatus of the Egyptian state. it analyzes the state’s digitalization system of audio-visual records and shows the digitalization’s vital role in preserving the audio-visual content. besides, it tracks the techniques, programs, compilations, and media of digitalization to assess its compatibility with the criteria and recommendations of the international organizations that are specialized on the audio-visual heritage. it discusses the elements of archives programs which are used in archiving the digitalized audio-visual content and oversees its compatibility with the Dublin core metadata element set. this study emphasizes the vital role of the audio-visual records for the various historical, legal, political, civilization and cultural fields of study, as they include the audio, visual and motion elements that help to emphasize the information, and make it, accessible to different users. the study recommends the necessity of studying all the outcomes of state information service, and must be supervised by the Egyptian national archives, as it represents the civilization, political and cultural history of Egypt. it indeed the digitalization is the perfect solution to preserve the audio-visual materials through of the technological progress happening in the world every day. the study recommends application of metadata standard set of audio-visual records, to be controlled, managed and to ensure its reliability and authenticity.
